The 28th Meeting of the UNFCCC COP takes place from 30 November to 12 December 2023 in Dubai, United Arab Emirates.

The conference includes the 5th meeting of the contracting parties of the Paris Agreement as well as the 18th meeting of the contracting parties of the Kyoto Protocol.

Furthermore, the first global stocktaking of the implementation of the Paris Agreement will be carried out during the COP. This will help to assess the collective progress of the global community after reaching the halfway point of the 2030 Agenda.

The COP 28 Presidency announced 4 focal themes:

1. Accelerating the energy transition and reducing emissions before 2030;
2. Transforming climate finance by creating and reducing emissions before 2030;
3. Focusing on nature, people and life in all climate action;
4. Mobilising for the most inclusive COP ever.
